Model for evaluating institutional performance for open government in regional governments. Systematic review

El desempeño institucional de los gobiernos regionales es un factor determinante para la efectividad de la gestión pública. El objetivo de este estudio es proponer un modelo de evaluación del desempeño institucional para gobiernos abiertos en el contexto de los gobiernos regionales. La metodología empleada es una revisión sistemática de la literatura, con un enfoque cualitativo, siguiendo el protocolo PRISMA. Se analizaron estudios publicados entre 2022 y 2025, provenientes de la base de datos SCOPUS, de los cuales se incluyeron 22. Los resultados permitieron identificar cuatro dimensiones críticas del desempeño institucional y cuatro principios transversales de gobierno abierto, que se integran en el modelo propuesto (MEDIGA). Se concluye que el modelo MEDIGA, al articular estas dimensiones y principios, ofrece un marco robusto para la evaluación y mejora del desempeño institucional en los gobiernos regionales, promoviendo la transparencia, la participación y la colaboración.

The institutional performance of regional governments is a determining factor for the effectiveness of public management. The objective of this study is to propose a model for evaluating institutional performance for open governments in the context of regional governments. The methodology employed is a systematic literature review with a qualitative approach, following the PRISMA protocol. Studies published between 2022 and 2025, from the SCOPUS database, were analyzed, of which 22 were included. The results allowed for the identification of four critical dimensions of institutional performance and four cross-cutting principles of open government, which are integrated into the proposed model (MEDIGA). It is concluded that the MEDIGA model, by articulating these dimensions and principles, offers a robust framework for the evaluation and improvement of institutional performance in regional governments, promoting transparency, participation, and collaboration.
