La garantía del derecho de sufragio en sociedades democráticas. Una revisión sistemática de literatura

De manera general, el progreso político de los países encuentra su materialización en la celebración de elecciones libres, periódicas y competitivas que garanticen los valores, principios y derechos básicos de los ciudadanos. Dicha afirmación, basada en la concepción liberal del sistema político democrático, nos lleva a revisar de manera sistemática, el derecho de sufragio, a partir de los que consideramos, dos de sus principales tópicos: “human rights” y “democracy". Para la revisión sistemática se utilizó la metodología Prisma; esto es, una búsqueda de artículos y revisiones indizados en Scopus. Nuestra búsqueda electrónica identificó 119 artículos y revisiones. Luego de excluir 11 artículos a partir del abstract, 14 por no accesibilidad y 18 por contenido, 76 fueron seleccionados para la evaluación por texto completo. Los documentos revisados nos muestran resultados reveladores respecto a la posición global sobre la naturaleza de los “human rights” y “democracy”, así como la relación de ambos tópicos con el sufragio; todo lo cual nos ha permitido obtener información, que traza una ruta de criterios para garantizar el sufragio a partir de los tópicos antes mencionados y que surgen de la actual realidad.
In general terms, the political progress of countries is reflected in the holding of free, periodic, and competitive elections that guarantee the fundamental values, principles, and rights of citizens. This assertion, based on the liberal conception of the democratic political system, leads us to systematically review the right to suffrage, focusing on what we consider two of its main topics: “human rights” and “democracy.” For the systematic review, the PRISMA methodology was used, involving a search for articles and reviews indexed in Scopus. Our electronic search identified 119 articles and reviews. After excluding 11 articles based on the abstract, 14 due to inaccessibility, and 18 due to content, 76 were selected for full-text evaluation. The reviewed documents reveal significant findings regarding the global position on the nature of “human rights” and “democracy,” as well as their relationship with suffrage. This allowed us to obtain information that outlines criteria to guarantee suffrage based on the aforementioned topics within the current global context.
